I think this is because in North America, Your icon is viewed as a representation of what you look or act like, and to put a character somebody else created there is to say you are that character.
And Blogging and Micro-blogging websites tend to be viewed in a Narcissistic manner, if you're posting updates on what you're doing or thinking it can be assumed you don't mind people knowing about you via the internet.
Thus one does not feel unsafe putting a photo of themselves in the area which is viewed to represent what they look like.
This is only my theory though.
It might be the same in Japan and the reason why Japanese users use anime/manga characters and American users use their picture is some other reason.
